The review of a property valuation report and the provision of conclusions regarding its completeness, accuracy, and compliance of the applied procedures with the requirements of regulatory legal acts in the field of property valuation may be carried out exclusively by a subject of professional appraisal activity (appraiser). At the same time, the legality of such a conclusion may only be challenged by a competent person vested with the appropriate authority.

In order to determine the actual value of property, in particular sand that complies with the requirements of the DSTU B V.2.7-32-95 standard “Dense natural sand for construction materials, products, and structures” in terms of bulk density, fineness modulus, and granulometric composition, property valuation is conducted in accordance with the requirements of the legislation of Ukraine. Pursuant to Article 7 of the Law of Ukraine “On Valuation of Property, Property Rights and Professional Appraisal Activity in Ukraine,” valuation is mandatory in cases of privatization, alienation, lease, exchange, and insurance of state and municipal property, as well as in the event of its return based on a court decision.

Property valuation is carried out exclusively by a subject of appraisal activity in accordance with the procedure established by the legislation of Ukraine, which ensures an appropriate level of substantiation and reliability of the determined value.

In the event of a dispute, the validity and substantiation of a valuation conclusion provided by a subject of professional appraisal activity shall be proven in court, taking into account the provisions of Article 33 of the aforementioned Law.
