A SIGNIFICANT CHANGE IN CIRCUMSTANCES THAT THE PARTIES COULD NOT HAVE FORESEEN WHEN

CIRCUMSTANCES FOR WHICH NEITHER PARTY IS RESPONSIBLE.
In particular, in
accordance with Article 607 of the Civil Code of Ukraine (in a case when it is necessary to terminate the
obligation due to the impossibility of its fulfillment), as well as Article 762 of the Civil Code of Ukraine
(in case of claiming rent exemption) and others. It is executed by experts with a scientific degree in the
field of legal sciences, by applying their specialized legal knowledge, which they have for the joint
solution of the customer’s task.

REASONS FOR APPLYING THE NEGOTIATIVE PROCEDURE OF PUBLIC PROCUREMENT.
In
particular, according to part two of Article 40 of the Law of Ukraine “On Public Procurement”.

GROUNDS FOR THE PURCHASE OF GOODS (WORKS, SERVICES) WITHOUT THE USE OF A SIMPLIFIED
PROCUREMENT PROCEDURE, OPEN TENDERS AND/OR AN ELECTRONIC PROCUREMENT CATALOG.
In particular,
in
accordance with part seven of Article 3 of the Law of Ukraine “On Public Procurement”, as well as during the
period of martial law and other emergency circumstances, in accordance with subparagraph 5 of paragraph 13
of the Peculiarities of Public Procurement of Goods, Works and Services for Customers Provided for by the
Law of Ukraine “On Public Procurement”, approved by the Resolution of the Cabinet of Ministers of Ukraine
No. 1178 dated 12.10.2022.

The advantage of ordering scientific and legal expertise from IPE LLC lies in the possibility of
involving only professional experts in scientific fields and specialisations relevant to the issues outlined
in the expertise order. At the same time, the expert group may include scholars from different scientific
schools and employees of various research institutions, which contributes to obtaining only an objective
result of the service.
IPE LLC is a platform for scientific cooperation between experts with specialised legal and other expertise
in the performance of the tasks assigned by the customer of the expertise.
Algorithm of cooperation with clients

Placing order
The customer's representative places an order for the service of LLC "IPE" by e-mailing to nfe@nfe.org.ua or sending it in paper form.

Order registration and identification of experts
In accordance with the task outlined in the order, the experts are identified among those who have a degree in the relevant scientific specialty and specialized legal and/or special knowledge.

Establishing contractual relationship
After clarifying all details, agreeing on the price and terms of service, we enter into an agreement.

Expert research
We set tasks for experts and coordinate their execution. The materials received from the experts are summarized by preparing a draft expert opinion.

Issuance of expert opinion
The signed and executed expert opinion is issued to the customer together with the act of delivery-acceptance and a package of documents.

Tracking the practical application of our expertises
We periodically receive information from customers about how our expert opinions have been applied. Monitoring what problems and tasks were solved with their help. We prepare scientific publications based on research.
