Annotation.
In the current context of developing defence and security capabilities, with the aim of eliminating risks to national security in the area of protecting Ukraine’s state border, implementing measures defined by Ukraine’s National Security Strategy, and improving and developing the nationwide state border protection system. In implementing the above tasks, within a 50-metre strip along the state border of Ukraine, circumstances arise that require the seizure of land from the nature reserve fund and other nature conservation areas for national security purposes, changes to boundaries, categories and cancellation of such lands is carried out in agreement with the central executive body that ensures the formation and implementation of state policy in the field of environmental protection, on the basis of the relevant expert opinion. The purpose of this publication is to develop theoretical and methodological foundations for forming an expert opinion on the seizure of lands belonging to the nature reserve fund and other nature conservation areas for national security needs. We have defined the principles and algorithm for conducting such an examination and outlined the structure of the expert opinion. The main items of expenditure for the formation of an expert opinion have been determined, in particular, the remuneration of seven experts, expenses related to administration and overhead costs.
