A conformity assessment expert (independent professional expertise) is a person who is included in the Passport of the inspection body in accordance with the requirements of DSTU EN ISO/IEC 17020:2019 (EN ISO/IEC 17020:2012, IDT; ISO/IEC 17020:2012, IDT), as he has confirmed his professional qualifications and professional competence.
The professional qualification of such an expert is a doctorate/candidate of sciences degree in a scientific specialty in the relevant field of science, confirmed by a diploma.
Professional competence is the ability of an expert to perform work on conformity assessment (independent professional expertise) using scientific methods and techniques (means and techniques) of research by establishing circumstances that have already occurred and cause-and-effect relationships with their possible consequences, using for this purpose specialized legal and/or special knowledge possessed by the expert in accordance with his professional qualifications.
The measure of professional competence is a set of indicators that must be updated over a certain period of time (for example, once a year), namely:
- work experience after obtaining the scientific degree of Doctor/Candidate of Sciences in positions related to the implementation of scientific and scientific and technical activities (the inspection body may establish a requirement for the minimum duration of such work), which is confirmed by a copy of the work book, an extract from the work book, a certificate or other possible document;
- experience in preparing expert opinions based on the results of participation in scientific examinations using specialized legal and/or special knowledge that is similar to the field of scientific specialty (the inspection body may establish a requirement for a minimum number of prepared expert opinions in the reporting period), which is confirmed by a list of expert opinions;
- the presence of scientific publications in domestic scientific professional publications, scientific periodicals of foreign countries, as well as the presence of monographs, textbooks, collections of scientific works that are similar to the field of scientific specialty (the inspection body may establish a requirement for a minimum number of such scientific works in the reporting period), confirmed by a list of scientific publications;
- the presence of published theses in the materials of scientific and practical conferences, round tables, etc., which are similar to the field of scientific specialty (the inspection body may establish a requirement for the minimum number of published theses in the reporting period), confirmed by a list of scientific theses;
- improvement of professional qualifications in activities that are similar to a scientific specialty or to the field of conducting scientific examinations with the use of specialized legal and/or special knowledge (the inspection body may establish a requirement for a minimum number of participation in such activities in the reporting period), confirmed by certificates, diplomas and other documents/
Thus, the measure of the competence of an expert to provide conformity assessment (independent professional expertise) is: professional qualification, professional competence, inclusion of the expert in the passport of the inspection body as one who has confirmed his professional qualification and professional competence.
