The basis for the successful implementation of the goals and objectives defined by the Integrated Border Management Strategy for the period until 2025 should be the amendments to the legislation that harmonize the competence of the Ministry of Internal Affairs of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of Infrastructure of Ukraine, the Ministry of Finance of Ukraine, the State Border Service of Ukraine, the State Migration Service of Ukraine, the State Customs Service of Ukraine, the Security Service of Ukraine, the National Police of Ukraine, the National Guard of Ukraine, the State Service for Food and Consumer Protection of Ukraine, the Armed Forces of Ukraine (Air Force and Navy) and others (if necessary), in their interaction at the departmental, interdepartmental, state and international levels in matters of optimizing and increasing the level of control procedures at the state border of Ukraine while ensuring the appropriate level of security, introducing the best European and world practices during their implementation, promoting cross-border cooperation, and promptly responding to offenses at the state border of Ukraine outside checkpoints through the state border. border of Ukraine, modernization of the state border protection system of Ukraine outside checkpoints, creation of a mechanism for effective interaction in the interests of protecting the state border of Ukraine outside checkpoints, counteraction to the use of unmanned aerial vehicles for illegal purposes, creation along the state border of Ukraine of a continuous zone of ultrashort-wave radio coverage, restoration and creation of an effective system for protecting and protecting the state border of Ukraine in the reoccupied territory, control of the maritime situation, which ensures prompt response to its changes, ensuring the development of the capacity of the maritime situation coverage system, reducing response time, conducting effective joint interagency and international measures and operations, carrying out selective control based on the results of risk analysis and assessment, which ensures the minimization of threats on the state border of Ukraine, increasing the potential of control services for risk analysis, ensuring the development of a system for interacting with integrated border management entities on risk analysis issues and introducing an effective mechanism for coordinating the activities of integrated border management entities to ensure their cooperation, ensuring technical, cryptographic and cybernetic protection of information in information and telecommunication systems, ensuring technical, cryptographic and cybernetic protection of information in information and telecommunication systems, adapting approaches to personnel training to the rapidly changing operational environment taking into account best European practices, increasing the efficiency of personnel management, introducing an effective mechanism of international cooperation for the development of integrated border management, carrying out joint measures to ensure border security, facilitating international trade, ensuring effective counteraction to organized crime at the state border of Ukraine by law enforcement and customs authorities, improving the mechanism for the return of illegal migrants and the regulatory framework, increasing the capacity of law enforcement agencies, creating an effective system for identifying (targeting) terrorist challenges and threats, ensuring rights and freedoms during the procedures for providing protection and detention in Ukraine, introducing an assessment system that determines the real state of implementation of integrated border management tasks.
As can be seen from the above, the implementation of new regulatory and legal mechanisms for the interaction of state bodies in the system of integrated border management of Ukraine is a priority task, as it will allow increasing the effectiveness of the application of mechanisms for coordinating activities and control in the context of integrated management of the state border of Ukraine.
