DOCUMENTARY DATA THAT CONTAINS TECHNICAL INFORMATION.
According to Article 5 of the Law
of Ukraine ‘On Scientific and Technical Expertise,’ the following may be subject to scientific and technical
expertise:
- existing technical (including military) and industrial facilities, structures, natural objects, etc.,
for
which there is a need to obtain scientifically sound expert opinions;
- projects, programmes, proposals of various levels, for which it is necessary to conduct a scientifically
sound analysis and give an opinion on the feasibility of their adoption, implementation, further use, etc.
The following are subject to mandatory scientific and scientific-technical expertise:
- state targeted scientific and scientific-technical programmes;
- interstate scientific and scientific-technical programmes implemented on the basis of international
treaties of Ukraine within its territory;
- sectoral and inter-sectoral programmes in the field of scientific and scientific-technical activity;
- innovative programmes and projects of national importance.
On the initiative of organisations and institutions responsible for resolving relevant issues, the
following
shall be subject to expertise:
- individual scientific and technical projects;
- scientific and technical products;
- research work (fundamental and applied research) in all fields of scientific activity;
- research and development work (a set of works performed on the basis of technical tasks with the aim of
developing research and development documentation);
- scientific works in the form of specially prepared manuscripts, scientific reports, published monographs
or manuals;
- the process of implementing the results of scientific research and development, other types of
scientific
and scientific and technical activities that contribute to the acceleration of scientific and technical
progress;
- dissertation research, scientific and technical documentation on rationalisation proposals, inventions;
- rights to intellectual property, including their valuation;
- the effectiveness of scientific, technical and innovative projects;
- other objects of scientific and scientific and technical activity for which there is a need to conduct
an
examination and obtain scientifically substantiated expert conclusions.
Scientific and technical expertise is carried out by professional experts who have a scientific degree in a
scientific speciality in the field of technical sciences, by applying their specialised knowledge to jointly
solve the task set by the customer.
The advantage of ordering scientific and technical expertise from IPE LLC lies in the possibility
of
involving only professional experts in scientific fields and specialisations relevant to the issues
outlined
in the expertise order. At the same time, the expert group may include scholars from different scientific
schools and employees of various research institutions, which contributes to obtaining only objective
results of the service.
IPE LLC is a platform for scientific cooperation between experts with specialised legal and other
expertise
in the performance of the tasks assigned by the customer of the expertise.
The organisation and conduct of scientific and technical expertise at IPE LLC is carried
out on the basis of an order drawn up in any form or according to the template of Order
11.
